This mask was produced around 1900.
It is recognizable as Kaiser Wilhelm II by the characteristic moustache and the cocked hat with a Prussian eagle on the star.
These types of masks are quite rare.
DRGM on the back stands for Deutsches Reichs-Gebrauchsmuster. This was a German patant registry system.
At the top is "Cotillon - Zeumer, Dresden." Before World War I, Dresden was a global center for paper goods and party supplies.
This mask has quite a few signs of age and use, but that does not detract from its charm.
